Description of problem:

qpdf 8.4 was released on 2 Feb 2019:
https://github.com/qpdf/qpdf/releases

qpdf 8.3 is the latest available in f29, f30, and rawhide.

Hi Peter,

thank you for reporting the issue! Hmm... I have set upstream monitoring on qpdf, which should file me a new bug when new version is released, but it failed. Anyway, qpdf is now in bodhi for F30, F29 and built in rawhide.
