Description of problem:

Doing a Fedora 29 to Fedora 30 upgrade using GNOME Software (pk-offline-update), which uses PackageKit.

rtkit-0.11-21.fc30.x86_64


How reproducible:
2 for 2


Steps to Reproduce:
1. Do a gnome software upgrade from Fedora 29 to Fedora 30
2.

Actual results:

Looks like it happens during cleanup.

I see this in Bodhi and koji but for whatever reason I have the prior 0.11-19 version despite a recent dnf update.
