We are moving to Ansible 2.8 for Satellite 6.6 and need to update the logic in Foreman Maintain to disable the older 2.6 repo and enable 2.8.

This does mean we may need special logic to handle only doing this for Satellite 6.6 and leave 6.5 and prior versions on Ansible 2.6.

Moving this bug to POST for triage into Satellite 6 since the upstream issue https://projects.theforeman.org/issues/26598 has been resolved.

 Available in foreman-maintain version >= 0.4.0 so moving to ON_QA
