In RHEL7.7 bug #1511358 we added chmem and lsmem back into the install.img, we should keeps things consistent and do this for RHEL8 as well.

runtime-cleanup.tmpl contains: 

removefrom util-linux --allbut \

    /usr/sbin/{mkswap,swaplabel,nologin,sfdisk,swapoff,swapon,wipefs,partx,fsfreeze} \
    /usr/bin/{logger,hexdump,flock,lscpu,chmem,lsmem}


so moving to VERIFIED.
