*YUM v4* no longer skips unavailable repositories
*YUM v4* defaulted to the "skip_if_unavailable=True" setting for all repositories. This update changes the default to "skip_if_unavailable=False" in the `libdnf` library. As a result, *YUM* based on *DNF*, `microdnf` and PackageKit now behave the same way as *YUM v3* used on RHEL 7.
