Description of problem:
Upstream, virtio-win has changed its license to BSD. Update the virtio-win package shipped with RHEL so it matches the upstream license.

Can we have QA ACK on this, please?

Amnon: is everything OK for this change? Can we make it?
I made this change into the 8.0.1 package.
If we plan not to make this change I need to revert this. 

I'm also setting 8.0.1, please remove it if it's not the case.

Probably, I made this change and I'm waiting for the review of bug 1223668 to generate a new package.

check in virtio-win-1.9.8-2.el8, virtio-win_license.txt is updated.
So change status to verified.
