Description of problem:
VLAN-aware ports are not migrated with instances

Version-Release number of selected component (if applicable):
RHOSP 10 latest

How reproducible:
(Live)migrate an instance with attached VLAN-aware (trunk) ports

Actual results:
VLAN-aware ports are not migrated, eventually not even flushed on the source host

Expected results:
VLAN-aware ports are migrated correctly to the destination host, with resources flushed on the source

I see DPDK is mentioned in the customer case but not in this bug.  Are all the ports that have problems migrating DPDK+Vlan aware, or are there some that are not DPDK?
