Cause: A bug in reinitializing the plugin state after a restart of the SDN service
Consequence: After restarting the SDN service, updates to NetworkPolicies in a given namespace might not be picked up until after a new pod or service was created in that namespace.
Fix: Fixed the initialization code
Result: Updates to NetworkPolicies should now be correctly tracked at all times
