Description of problem:

The OCS upgrade playbook misses support to upgrade CNS v3.9 clusters to latest builds, for example, v3.11.2 

As part of upgrading from CNS 3.9, the upgrade playbook should restore and check the selinux label of /dev/log

Expected results: The OCS upgrade playbook should support upgrading from CNS 3.9 to OCS 3.10, 3.11.x

This is outside the scope of the upgrade playbook. The playbook is only intended to upgrade OCS 3.10.x and OCS 3.11.x. CNS 3.9 should be upgraded to OCS 3.10 first, then have the upgrade playbook run. If no objection, please close this bug.
