Serial scheduler tests were disabled to land the rebase.  The commit to revert is https://github.com/openshift/origin/pull/22387/commits/8906d664a5405e349aee095fd12640936338f810

not a 4.1 blocker. test is not Conformance.

This merged way back on 4/11.  It is in OCP 4.1.  Fell off my radar.
