This is a oneshot systemd service that runs after initial installation (and system upgrades) and registers Fedora OCI repos for flatpak. See https://teams.fedoraproject.org/project/silverblue/task/57 and https://src.fedoraproject.org/rpms/flatpak/pull-request/3 for discussion.
Please enable it for both F30 and rawhide.

fedora-release-30-0.25, flatpak-1.2.4-2.fc30 has been pushed to the Fedora 30 stable repository. If problems still persist, please make note of it in this bug report.
