Description of problem:
The '/os-hypervisors/statistics' API returns a lot of incomplete data that doesn't take into account things like overallocation ratios, as seen in rhbz#1096010. We should remove it.

How reproducible:
Always

Steps to Reproduce:
1. Create multiple instances on a host using CPU overcommit
2. Check 'nova hypervisor-stats'

Actual results:
The 'vcpus' figure is negative

Expected results:
N/A (there's no easy way to handle this, considering things like dedicated CPUs - the whole thing should be removed in favour of placement)
