Description of problem:
When user initiates VM migration, dropdown menu and list view kebap menu should display button for cancelling the ongoing migration.

However, the list view kebap menu contains 'Migrate Virtual Machine' even when the VM is already migrating.

How reproducible:
100%

Steps to Reproduce:
1. Create VM, go to VM list view
2. click migrate VM in kebap menu
3. When VM is migrating, open the kebap menu

Actual results:
menu contains 'Migrate Virtual Machine' button

Expected results:
there should be 'Cancel Virtual Machine migration'

This issue appears to have already been fixed by https://github.com/kubevirt/web-ui/pull/246.

Verified that kebab menu displays correct Action button when VM is migrating.
