perl-Mojolicious-Plugin-CHI-0.15-7.fc29 fails to build in F29 because t/CHI-Command.t test fails:

Koschei report a first failure <https://apps.fedoraproject.org/koschei/build/5738787> after upgrading Mojolicious to 8.06. This seems to be fixed in Mojolicious-Plugin-CHI-0.20.
