Per https://github.com/openshift/api/pull/285, the github.com/openshift/api dependency needs to be bumped for the Console Operator.

Now the latest available nightly build "4.0.0-0.nightly-2019-04-10-182914" doesn't include the fix yet, will check when new cluster can be created with image contains this PR fix

Checked on the OCP 4.0 env with above version, openshift/api dependency bump to console operator and the kubernetes version updated to 1.13.
Checked the console and console operator pod log, they work well.
The bug has been fixed, so move it to Verified.
