Description of problem:

docker has been retired on rawhide (Bug 1697607). moby-engine should Provide and Obsolete docker on rawhide so users can upgrade to the new package.

Maybe also the same for docker-latest, since that's been retired as well (Bug 1699986)

I've pushed the 18.09.6 update to rawhide with Obsoletes and Provides added to it.
