Description of problem:
On the latest nightly foreman, I saw that I tried to create hosts with KubeVirt compute resource, there were some issues with the provisioning parameters and it didn't actually create it, but when going to create those hosts again with the same mac, I was getting this DHCP conflict error, debugging further found out that entries were not cleared dhcpd.leases.
Once I cleared those entries manually from dhcpd.leases and restarted dhcpd, the host creation worked again.

Gives the conflict error for dhcp as the entries were not automatically cleaned by foreman for the hosts that were deleted or creation had failed

Not able to fully reproduce it right now, but saw this more then once, so filed this

This bug seems to be either foreman or environment issue. Shira please take a look
