Description of problem:

When migrating instances or resizing them, then the instance is not getting the already allocated vGPUs.

We should just pass the vGPUs to the resized (or migrated) instance.

How reproducible:
Always

Steps to Reproduce:

Actual results:
No longer vGPUs

Expected results:
vGPUs still there.

This will need an enancement release note once GPU supported is moved out of TP (https://bugzilla.redhat.com/show_bug.cgi?id=2116979)
