Add tier1 (gating) tests to virt:8.1 stream.

Description of problem:
Add tier1 (gating) tests to virt:8.0 stream.

We want RHEL AV to contain a superset of tests that we have for RHEL. For now, make sure that RHEL AV is equivalent to RHEL in terms of test coverage.
