Description of problem:

The introduction of GNU Property Notes (a new ELF_T_NHDR8 type) 
added extra robustness checks. When those failed no part of an ELF Note would be converted (from big/little endian). This impacts code, like rpmbuild debugedit, which only try to convert the header, but no other part of the ELF Note.

How reproducible:

Always.

Steps to Reproduce:
1. Take an different endian ELF file (say ppc64 on x86_64, or x86_64 on s390x) with a build-id ELF Note in it.
2. Run /usr/lib/rpm/debugedit -i <file> on it

Actual results:

- No build-id printed.

Expected results:

- build-id printed.
