Describe the issue: 
oc autoscale exists in 4.1 but there is no documentation for 4.1. the instructions for 3.11 do work (if you need example on what details will work for it)

Suggestions for improvement: 
Create an HPA doc. previous hpa commands [0] work.

[0] oc autoscale deployment image-registry --min 1 --max 10 --cpu-percent=80

Seth -- What is the ask here? Replace all of the autoscaling docs [1]?

Previously you suggested "all the AWS autoscaling stuff can be removed in 4.0. this is all managed by the cluster-api now." [2]

Seth -- Did you ask me in that PR comment to remove *only* the AWS autoscaling docs and not the generic autoscaling docs? I might have misunderstood and removed it all.

yes, I meant to communicate removing the cluster autoscaling docs, not the (horizontal) pod autoscaling docs
