Description of problem:
When upgrading to Fedora 30 the download progressbar is not moving. So it almost looks like nothing is happening. 

Also the UI goes all grey every few minutes with the message in the top corner saying 'checking', which I assume means it is checking for updates, but if I am upgrading to F30 I probably don't need updates.
