Description of problem:

The customer had to add the ClusterRole "evicter" to have the 3.11 autoscaler evict pods running on Google Compute Platform (GCP).

Shouldn't this permission be present out of the box or shouldn't this be in the documentation?

Error message the customer received for the autoscaler.
