I have submitted a patch in python-tripleoclient which checks if the stack deployment is being done with ODL using "openstack overcloud deploy command". If yes, it will ask for user confirmation to proceed with the deployment. Since the problem described in this bug report should be resolved in a recent advisory, it has been closed with a resolution of ERRATA.
