python-invoke-1.2.0-1.fc31 fails to build due to broken dependencies.

Error: 
 Problem 1: conflicting requests
  - nothing provides python2.7dist(pytest) < 4 needed by python2-pytest-relaxed-1.0.0-8.fc30.noarch
 Problem 2: conflicting requests
  - nothing provides python3.7dist(pytest) < 4 needed by python3-pytest-relaxed-1.0.0-8.fc30.noarch


This blocks the Python 3.8 rebuild.

Upstream pytest-relaxed pins pytest to <3.3. I suggest we skip tests in invoke.
