vagrant-2.2.4-2.fc30 has been submitted as an update to Fedora 30. https://bodhi.fedoraproject.org/updates/FEDORA-2019-d5fbe2816e vagrant-2.2.4-2.fc30 has been pushed to the Fedora 30 testing repository. I've tested some of my workflows, and it is working fine. No more nag to update to 2.2.4 :) vagrant-2.2.4-2.fc30 has been pushed to the Fedora 30 stable repository.
