Description of problem:
I'm unable to install barman after upgrading to Fedora 30.

Steps to Reproduce:
1. sudo dnf install barman

Actual results:
Error: 
 Problem: conflicting requests
  - nothing provides python3.7dist(python-dateutil) < 2.7.0 needed by barman-2.5-3.fc30.noarch

Expected results:
barman installed
