Description of problem:
I can't see Subscriptions page after fresh installation of Satellite 6.6.

Steps to Reproduce:
1. Install Satellite 6.6 via dogfood server
2. Click Content > Subscriptions

Actual results:
Blank page

Expected results:
Page allowing manifest import
