The libpcap RPM currently includes its pkgconfig file, which creates a dependency on /usr/bin/pkg-config, pulling in pkgconf.  Because systemd ultimately requires libpcap (by way of iptables-libs), this results in pkgconf being pulled into base images.

This was fixed in Fedora after RHEL 8 was branched:

Please merge this into RHEL 8 in order to help reduce the size of the base images.
