Description of problem:
F30 wt and wt-devel packages will not install

Version-Release number of selected component (if applicable):
4.0.3-3

How reproducible:
always

Steps to Reproduce:
1. as root: dnf install wt

Actual results:
Package will not install due to dependence on Boost 1.66.0 libraries, while Fedora 30 currently provides Boost 1.69.0

Expected results:
Package should install with no errors
