Description of problem:
We need to identify the maintenance release in /etc/rhosp-release like:

$ cat ./etc/rhosp-release
Red Hat OpenStack Platform release 13.0.7 (Queens)
Comment 15 errata-xmlrpc 2019-07-10 13:06:00 UTC
