It looks like the last Sourceforge release was lcov 1.14-1. Confer, http://ltp.sourceforge.net/coverage/lcov.php and http://downloads.sourceforge.net/ltp/lcov-1.14-1.noarch.rpm .

Fedora 29, x86_64 is shipping with lcov 1.13.

https://bugzilla.redhat.com/show_bug.cgi?id=1668843 would be fixed as 1.14 includes the bug fix https://github.com/linux-test-project/lcov/commit/a5dd9529f9232b8d901a4d6eb9ae54cae179e5b3
