Removing Neutron configuration on hosts during deployment.
We need to remove the code from host deploy and document the proper way of configuring Neutron for oVirt Nodes.

Dominic please note that removing this code in 4.4 will mean that it won't be able to configure Neutron nodes also in 4.3 cluster compatibility mode, so we probably need a deprecation bug as well and get it documented in 4.3 docs.

Closing won't fix. We are not going to ship ovirt-host-deploy in 4.4.
