Verified on OSP13 puddle 2020-02-10.8, which included openstack-tripleo-heat-templates-8.4.1-38

In this CI job, OSP13 is deployed with OVN configured on 3 controllers and 3 networkers (and 2 computes).

Role segregation is applied as described in this bug's description, between controller and compute nodes.
