Description of problem:
This is a very low-severity nitpick.
DatetimePicker in Report Template Generate form uses 12-hour time format. However, there is 24-hour format used in the confirmation message after submitting the form when "Send report via e-mail" is checked.

Reproduced with Sat 6.6 snap 4 but probably also valid in all previous snaps.

How reproducible:
Deterministic

Steps to Reproduce:
1. Monitoring -> Report Templates
2. Generate any report
3. Check "Send report via e-mail"
4. Notice that DatetimePicker in "Generate at" field uses 12-hour format.
5. Select any time.
6. Submit

Actual results:
You get a message in 24-hour format, e.g. "Report is going to be rendered at Tue, 28 May 2019 16:12:00 +0200 and it will be delivered via e-mail once ready."

Expected results:
I think the picker should use 24-hour format

Additional info:
This is so low severity that I think it is OK to be closed if you see fit

The Satellite Team is attempting to provide an accurate backlog of bugzilla requests which we feel will be resolved in the next few releases. We do not believe this bugzilla will meet that criteria, and have plans to close it out in 1 month.
