Installation of package cyrus-sasl-devel.i686 fails due to a file conflict with the x86_64 package.

Expected results:
Package should install without errors.

Additional info:
This bug (and RHBZ #1467435) broke a kickstart install of RHEL 8 containing
'%packages --multilib --ignoremissing'. After removing '--multilib' the
installation succeeded. However the packages still can not be installed afterwards.
