Description of problem:

This issue occurs on a Windows 10 development workstation running RHEL 8.0 inside a Vmware Workstation Pro 15 hosted virtual machine. After having successfully installed RHEL 8.0, Software Updates function fails due to error: "Cannot update read-only repo." This impacts Software Updates functionality available in Web Console, and also in Activities/Software desktop option. As a result, the installed software packages are not being shown, nor new software updates can be retrieved and installed. The Red Hat subscription has been attached to this RHEL 8.0 system. How reproducible:

The issue is reproducible and occurs every single time after a successful installation of RHEL 8.0.

Steps to Reproduce:
1. Install RHEL 8.0.
2. Attach Red Hat subscription to the system. 
3. Try to view installed software packages or update them using Software Updates functionality available in Web Console or Activities/Software desktop option. 

Actual results:

Error message is displayed:  "Cannot update read-only repo"

Expected results:

Being able to view installed software packages and install new software packages.

PR that should fix this: https://github.com/rpm-software-management/libdnf/pull/838

Also I realized a was slightly wrong about the AC. It is not enough to have any device with repository mounted, it has to be an installation media such as rhel-8.0-x86_64-dvd.iso. Only then does libdnf create media repository which is necessary for this bug.
