The driver does not look into the StatSN values and report an error incase of a
mismatch

This was part of bz https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=167556
which was trying to add RHEL3 and RHEL4 bzs in one bug.

patch to add statsn checking

patch to add statsn checking from Cisco. Please in the future break the patch
up into kernel part (would be nice to have the patch made against our kernel)
and userspace part. Please also in the future specify if and what testing has
been performed.

This bug is filed against RHEL 3, which is in maintenance phase.
During the maintenance phase, only security errata and select mission
critical bug fixes will be released for enterprise products. Since
this bug does not meet that criteria, it is now being closed.
