Description of problem:
Nautilus should display a text file by default unless the first line contains a shebang.

Example:
I have a directory full of files, most of them are text files. Some have .txt extensions, some do not. Some are executable some are not.
As a gui user, when I double-click on one of these text files, it should open in my text editor.

This is a known issue upstream, filed as:
http://bugzilla.gnome.org/show_bug.cgi?id=313023
