I was able to replicate this with XL710 cards. When you change the MAC for the VF through the PF the kernel seems to bring down the VF, which drives the DPDK driver crazy ;)

After some experimenting, the issue is that OVS is not registering for the TE_ETH_EVENT_INTR_RESET callback. Once I register for this callback and do a port reset the VF recovers and traffic is passing again. 

However due to the async behavior on OVS (i.e. not doing the reset in the callback), some error messages are still logged, and some times it takes longer to process the actual reset (up to 5+ seconds). I did try the latest available DPDK release, but the same issue exists there.

I've asked Intel for some feedback on the async use of the reset, as this seems specific to their driver.
