Description of problem:


In OSP-13 builds we're getting this error:
"Error: Failed to apply catalog: sysctl parameter net.ipv6.conf.all.arp_notify wasn't found on this system"

It looks like bad backport [0]

The upstream bug has two patches[1], one set
'net.ipv6.conf.all.ndisc_notify' and the other set
'net.ipv4.conf.all.arp_notify'.

Only one was patch was backported[2] downstream? (Looks like the
downstream patch intended to backport both upstream changes for the
bug, squashing them into one? And there the typo s/ipv6/ipv4/ was
introduced for the 'arp_notify' part?
