This sounds like https://gitlab.gnome.org/GNOME/mutter/issues/572, i.e. a compositor bug rather than an extension issue. Yes, same issue. Tested with multiple rules on different components, mutter-3.32.2-44.el8 seems to have fixed the issue I initially reported. I noticed no regressions or other issues while testing this extension as well. Since the problem described in this bug report should be resolved in a recent advisory, it has been closed with a resolution of ERRATA.
