Due to the lack of vector instructions, the TCG mode of qemu does not work with a z13 baseline (such as RHEL 8).  Because of that, we had to disable the execution of the quickcheck test suite at build time on s390x.

David Hildenbrand did a great work on s390x vector instructions that recently was accepted in qemu, targetted for qemu 4.1. Hence, once this version is available, we can re-enable the build time test.

Checked the build.log(http://download.eng.bos.redhat.com/brewroot/vol/rhel-8/packages/libguestfs/1.40.2/13.module+el8.1.0+3975+96069438/data/logs/s390x/build.log) and the quickcheck test has been enabled on s390x.
