Ah, so I looked and the dependency is optional. However, since it checks for the wrong pkg-config file, the dependent code can never be enabled. Moreover, the bug fixed by https://github.com/abrt/abrt-java-connector/commit/ae2144f1674f163517f0aa18b5f1b4784c143572 caused things to break even further. Since the problem described in this bug report should be resolved in a recent advisory, it has been closed with a resolution of ERRATA.
