Currently PKI server is using pki-servlet-engine 9.0.7. To simplify the maintenance, the pki-servlet-engine should be rebased to 9.0.21 which includes all previous bug fixes.

In order to address various CVEs, pki-servlet-engine needs to be rebased to 9.0.20 or whatever the last JPA was.
