Description of problem:
[RFE] Introduce a ceph.conf option to disable HEALTH_WARN when nodeep-scrub/scrub flags are set 

This will helps Ceph admins/users on the clusters which they run manual deep-scrub/scrub with the helps of their own scripts instead of depending on Ceph scrub scheduling and they do not want ceph cluster in health warn state when deep-scrub/scrub is disabled.
