Description of problem:

When an instance is evacuated from the failed compute node, we see that nova-compute coming back from failure continuously complains "Instance not resizing, skipping migration." for the evacuated instances, even the evacuation is already completed.

This is because a bug in db query to get in-progress migration, and fixed in the patch merged in queens cycle[1], which is not backported to RHOSP10 yet.

I'd like to request backporting the above fix, as the log could be very noisy for operators.

Steps to Reproduce:
1. Evacuate instances from compute node, which is shut off
2. Start the compute node
3. Check nova-compute.log on the compute node

Actual results:
WARNING log complaining "Instance not resizing, skipping migration." is continuously observed

Expected results:
WARNING log complaining "Instance not resizing, skipping migration." is not observed
