This is a tracking bug for Change: Disable Root Password Login in SSH
For more details, see: https://fedoraproject.org/wiki/Changes/DisableRootPasswordLoginInSshd

The upstream OpenSSH disabled password logins for root back in 2015. The Fedora should follow to keep security expectation and avoid users surprises with this configuration.

The OpenSSH with PermitRootLogin prohibit-password is building now in rawhide. Rather early to see whether there will be somebody else affected by this change. The Anaconda change is not yet in place so switching to MODIFIED.

This bug appears to have been reported against 'rawhide' during the Fedora 31 development cycle.
Changing version to '31'.
