Description of problem:
Timelines of Properties[Provider summary page] is pseudo-active

Version-Release number of selected component (if applicable):
5.10

How reproducible:
Always

Steps to Reproduce:
1. Add a provider and navigate to its Summary page.
2. Click on `Properties` in the left panel tree.
3. Hover over `Timelines`.

Actual results:
It grays out. Cannot click on it.

Expected results:
It should either be grayed out from the beginning or clicking on it should display data.

Additional info:
The issue exists on 5.11 as well. Used to work on 5.9

Hi Brian,

I tested on 5.11, but it doesn't always seem to be reproducible. I managed to reproduce it on this 5.10 appliance: https://10.8.199.42/
If you navigate to Compute > Cloud > Providers and check the RHOS provider, you'll see the bug I'm talking about. When you hover over the Timelines, it grays out and you'll be unable to click on it.
