Ensure that both load and measurement modules obey command line parameters for cpu placement. Also, adjust cyclictest command line to match new behavior for thread and affinty placement.

To be clear, we are specifically concerned about the measurement load, ie rt-tests, after it had a recent upsteam update. We need to ensure that the parameters passed to rt-tests from rt-eval work as expected.
